Government slashes diesel price by GHC2 in bold move to shield Ghanaians from soaring fuel costs

President John Dramani Mahama has ordered a temporary reduction of GH¢2.00 per litre in the regulatory margin on diesel, effective Tuesday, August 4, 2026, in a decisive intervention aimed at cushioning consumers against rising fuel costs and averting imminent transport fare hikes .

The directive, announced by the Spokesperson to the President and Minister for Government Communications, Felix Kwakye Ofosu, follows Cabinet approval and mirrors a similar successful measure implemented in April 2026 . This one-month intervention comes amid growing concerns over the impact of recent fuel price increases and warnings by the Ghana Private Road Transport Union (GPRTU) of a possible upward adjustment in transport fares .

“This temporary intervention is intended to cushion consumers, prevent transport fare hikes, contain inflationary pressures, and mitigate the pass-through effect of higher fuel prices on the cost of living,” the statement from the Presidency said .

The decision targets diesel exclusively, as it is the primary fuel for commercial transport operators and businesses whose operations power Ghana’s economy, with no corresponding reduction applied to petrol prices . The relief will remain in force for one month unless otherwise reviewed by Government .

Mounting Economic Pressures

The intervention comes at a critical moment for Ghana’s economy. The National Petroleum Authority (NPA) had recently upwardly revised indicative petroleum price floors for the second half of July 2026, driven by renewed volatility on the international energy market . Fresh geopolitical uncertainties in the Middle East have triggered aggressive supply risks, driving up international benchmark prices and putting pressure on import-dependent economies like Ghana .

The persistent upward pressure on fuel costs has been attributed to ongoing geopolitical tensions in the Middle East and continued weakness in the Ghanaian cedi against major trading currencies . Deloitte has warned that rising fuel costs pose a significant risk to Ghana’s 2026 inflation outlook, as high oil prices will pass through into elevated energy costs and transport fares . Inflation shot marginally by 0.2 percentage points to 3.4% in April 2026, marking the first increase after 15 consecutive months of decline .

Industry Concerns

While the relief measure has been welcomed by consumers, the Chamber of Oil Marketing Companies (COMAC) has expressed significant concerns regarding the financial burden the reduction places on industry players .

According to COMAC, the government has maintained all statutory taxes and levies on petroleum products in full, with relief to consumers coming from reductions in the operational margins that industry participants rely on to maintain operations . During the intervention period, Oil Marketing Companies (OMCs) have been required to pre-finance a shortfall of 63 pesewas per litre of diesel sold before reimbursement .

“Reimbursements do not cover capital costs, resulting in significant liquidity challenges for industry participants,” COMAC explained in a statement, noting that companies must simultaneously pre-finance distribution costs and meet statutory tax payment deadlines before receiving reimbursement . This “double financing burden” weakens liquidity and increases regulatory risk for companies .

Economic Context

The intervention represents the second occasion on which the Mahama administration has moved to shield the public from the impact of elevated petroleum prices . The government had previously introduced a similar fuel price support programme in April, absorbing part of the increase in petroleum prices before partially scaling it back in May .

The announcement comes against the backdrop of threats by the GPRTU to increase transport fares following recent hikes in fuel prices . The union has argued that the continuous rise in petroleum prices has significantly increased operating costs for commercial transport operators, making fare adjustments increasingly inevitable .

Government has indicated it will continue to monitor developments in the international energy market closely and take additional policy measures, where necessary, to protect the interests of the Ghanaian people and sustain economic recovery .
