Chinese Ambassador Cong Song outlines XI Jinping’s four global initiatives to Ghanaian media follows, highlighting opportunities for Ghana and Africa

His Excellency Cong Song, Chinese Ambassador to Ghana, has briefed participants of the 2026 Ghana-China Media Fellowship on China’s four major global initiatives proposed by President Xi Jinping, describing them as practical responses to pressing worldwide challenges and as frameworks offering positive prospects for Ghana and the broader African continent.

The engagement took place under the programme organised by the Africa-China Centre for Policy and Advisory (ACCPA). Ambassador Cong explained that the initiatives — the Global Development Initiative (GDI), Global Security Initiative (GSI), Global Civilization Initiative (GCI), and Global Governance Initiative (GGI) — form a comprehensive and mutually reinforcing package aimed at addressing deficits in development, security, civilisational exchange, and governance while advancing a community with a shared future for humanity.

Global Development Initiative (GDI)

Proposed by President Xi at the United Nations General Assembly in September 2021, the GDI places development at the centre of the international agenda. It prioritises a people-centred approach, inclusive and mutually beneficial cooperation, innovation-driven growth, and harmony between humanity and nature. Key focus areas include poverty reduction, food security, industrialisation, digital transformation, and climate action — priorities that closely align with Ghana’s development goals and the African Union’s Agenda 2063, as well as the UN 2030 Agenda for Sustainable Development. China has committed substantial resources under the GDI, supporting numerous projects and cooperation platforms worldwide.

Global Security Initiative (GSI)

Introduced in 2022 at the Boao Forum for Asia, the GSI advances a vision of common, comprehensive, cooperative, and sustainable security. It emphasises dialogue over confrontation, partnership over alliance, and win-win outcomes rather than zero-sum approaches. The initiative seeks to eliminate the root causes of conflicts through political solutions and improved global security governance, covering areas such as traditional and non-traditional security challenges. Ambassador Cong noted that it promotes consultation and peaceful settlement of disputes as the most effective path.

Global Civilization Initiative (GCI)

Unveiled in March 2023 during a high-level meeting of world political parties, the GCI advocates equality, mutual learning, dialogue, and inclusiveness among civilisations. It rejects notions of a “clash of civilisations” and instead encourages respect for diversity, the shared values of humanity, and cultural exchanges that enrich the global “garden of civilisations.” The initiative underscores that countries should pursue modernisation paths rooted in their own traditions while remaining open to mutual learning.

Global Governance Initiative (GGI)

The most recent of the four, the GGI was proposed by President Xi on 1 September 2025 at the Shanghai Cooperation Organisation (SCO) Plus meeting in Tianjin. It calls for building a more just and equitable global governance system. Guided by five core principles — sovereign equality, adherence to international rule of law, practice of multilateralism, a people-centred approach, and a focus on real results — the GGI addresses underrepresentation of the Global South, the need to uphold the UN-centred international system, and reforms in areas such as international finance, artificial intelligence, and other emerging domains. It complements the earlier initiatives by providing the institutional and procedural framework to translate shared aspirations into effective action.

Ambassador Cong stressed that the four initiatives are designed to tackle widening development disparities, security concerns, and shortcomings in the existing international system. He highlighted their potential to help Ghana and other African countries accelerate development, deepen international cooperation, and play a more meaningful role in reforming global governance. The Ghana-China Media Fellowship aims to equip journalists with deeper knowledge of Ghana-China relations to support informed, balanced, and evidence-based reporting.

The briefing forms part of ongoing efforts to strengthen mutual understanding and practical cooperation between Ghana and China under the comprehensive strategic partnership.
