The United Arab Emirates (UAE) has introduced a new visa requirement for Ghanaian nationals seeking employment in the Gulf nation, a move that is expected to tighten access to one of Ghana’s most lucrative overseas job markets.

Under the new policy, effective immediately, all Ghanaian job seekers must obtain a pre-approval visa from the UAE’s Federal Authority for Identity and Citizenship (ICP) before travelling to the country for work. The requirement applies to all categories of employment, including skilled professionals, technicians and domestic workers.

The development was announced in a circular issued by the Ministry of Foreign Affairs and Regional Integration in Accra, which advised prospective job seekers to follow the new procedures and avoid falling prey to recruitment fraud.

Stricter screening and documentation

The new regime requires applicants to submit detailed documentation, including authenticated academic certificates, professional credentials, a valid job offer from a UAE-based employer and proof of financial means to support their stay. The UAE authorities will also conduct background checks and verify the authenticity of all submitted documents.

The policy marks a departure from the previous arrangement, under which Ghanaian job seekers could enter the UAE on a tourist visa and then convert to a work permit upon securing employment. That route, authorities say, often led to irregular migration, exploitation and overstay issues.

Context and rationale

The UAE, a major destination for Ghanaian professionals and skilled labour, hosts thousands of Ghanaians working in sectors ranging from construction and engineering to healthcare and hospitality. However, concerns over undocumented workers and the growing number of Ghanaian migrants who overstay their visas have prompted the Gulf state to tighten its immigration controls.

The new policy aligns with the UAE’s broader drive to digitise and streamline its immigration system, known as the “Smart Visa” initiative, which seeks to ensure that all foreign workers enter through legal, verified channels. It also reflects a global trend among destination countries to impose stricter pre-entry vetting in response to irregular migration pressures.

Impact on prospective job seekers

The development has already stirred anxiety among Ghanaian job seekers and recruitment agencies, who fear the additional documentation and vetting could delay placements and increase costs. Some have also expressed concern about the potential for increased fraud, as unscrupulous agents may exploit the confusion surrounding the new procedures.

The Ministry of Foreign Affairs has urged Ghanaians to use only licensed recruitment agencies and to verify job offers directly with the UAE’s labour authorities before making any payments.

Government response

The Ghanaian government has assured that it is engaging the UAE authorities to clarify the new rules and facilitate a smooth transition for legitimate job seekers. Meanwhile, the Ministry of Employment and Labour Relations has indicated that it will intensify public sensitisation to guide prospective migrants through the revised process.

Background to bilateral ties

Ghana and the UAE share long-standing diplomatic and economic relations, with the UAE being one of Ghana’s largest trading partners in the Middle East. The Emirates are home to a significant Ghanaian diaspora, whose remittances contribute considerably to the Ghanaian economy.

The new visa measure, while restrictive, is not unexpected. Similar requirements have been introduced for nationals of several other African countries in recent years, as the UAE seeks to balance labour market needs with immigration enforcement.

For now, Ghanaians hoping to pursue career opportunities in the desert nation must brace for a more rigorous and bureaucratic process—one that promises greater scrutiny but, officials hope, also greater protection against exploitation and illegal migration.
